Technical Program Manager, Subsea Cable Build

Minimum qualifications:

  • Bachelor's degree in a technical field, or equivalent practical experience.
  • 5 years of experience in construction planning and project/program management, including 2 years of practice in the subsea cable industry.
  • Experience managing submarine cable deployment projects, including marine route engineering, environmental permitting, marine construction, and manufacturing quality assurance.

Preferred qualifications:

  • Master's degree in Electrical, Electronic or Mechanical Engineering, Mathematics, Physics, Environmental Science, Oceanography, or a related field.
  • Experience working with international project teams and collaborating remotely with teammates.
  • Ability to adapt in situations of ambiguity, with strong organizational, multitasking and prioritization skills.
  • Ability to communicate in Bahasa Indonesia fluently, to effectively manage relationships and facilitate technical discussions with local stakeholders and regional vendors.

You’ll work with stakeholders to plan requirements, identify risks, manage project schedules, and communicate clearly with cross-functional partners across the company. You're equally comfortable explaining your team's analyses and recommendations to executives as you are discussing the technical tradeoffs in product development with engineers.

The Global Submarine Networks (GSN) team plans, builds, and operates the subsea backbone powering Google’s global services. Within GSN, the Cable Build team combines expertise in marine construction, fiber-optic networking, and agreement negotiation to deliver highly reliable infrastructure through a culture of intense collaboration.

As a Technical Program Manager (TPM), you will manage the end-to-end delivery of submarine cable construction projects. You will act as a central lead, coordinating work between vendors, partners, and internal cross-functional teams, including engineers, architects, and product managers to drive projects from inception to completion.

Leveraging your expertise in marine installation, manufacturing, and telecommunications best practices, you will navigate complex technical and regulatory landscapes. Your role is vital in ensuring the successful deployment of the Google Network, using your vendor management skills to maintain the high standards required for our global infrastructure.

Responsibilities

  • Lead cross-functional teams to deliver submarine fiber-optic systems that expand Google’s global infrastructure and bring connectivity to APAC regions.
  • Validate critical engineering decisions regarding cable routes, landing point selections, and marine installation methods to ensure optimal protection and performance.
  • Partner with vendors on permit acquisition strategies while coordinating the readiness of landing stations, fronthaul, and backhaul infrastructure.
  • Oversee vendor performance across budget and schedule, negotiate agreement variations, and manage formal system handover processes.
  • Facilitate partnering agreements for new developments and provide executive-level reporting on project status, risks, and mitigation strategies.
